The Institution was created in 1996 from of Decree of 1995 that was setting the general organisation of higher education for Hautes ecoles, by merging of the Institut d'Enseignement Supérieur Pédagogique (IESP Jonfosse), Ecole Communale Supérieure de Secrétariat, d'Administration et de Commerce (ECSSAC), Ecole Supérieure de Logopédie (ESL), and the Institut Supérieur d'Enseignement Technologique (ISET).
