In 1998 the VLIR gained responsibility for the federal funds for university development cooperation of the Flemish universities and founded VLIR-UOS as the VLIR-secretariat for university development cooperation. VLIR-UOS is an institution of public utility and was founded by the Flemish Interuniversity Council (VLIR), an overarching consultative organization between the Flemish universities and the Belgian government.
